Rick Funston
Founder & CEO
Rick is the Chief Executive Officer of Funston Advisory Services LLC (FAS) www.funstonadv.com. FAS is recognized as one of the nation's preeminent advisors to public retirement systems in the areas of governance, operations and risk intelligence. He is also the CEO of Board Smart LLC, a Governance eLearning Resource for pension trustees and executives.
Randall Miller
COO
Randy Miller has been Chief Operating Officer of Funston Advisory Services LLC (FAS) since its founding in 2010. He has been a leader of our fiduciary and operations reviews and is an expert in public retirement system governance. He leads FAS InGov™ peer benchmarking for public retirement systems. He has co-authored a number of white papers on the topics of public pension fund governance, operations and risk. He has extensive experience in planning and conducting complex reviews and improvement programs in large organizations.
Bernie Gallagher
My professional journey bridges both private and public sectors, navigating market forces and competition in the former, and efficiently providing essential services in the latter. Over the last 15 years I have developed specialized expertise that involves understanding how retirement plans are designed, administered, and funded, as well as the legal, financial, and actuarial aspects that affect retirement benefits. Drawing from these experiences, I now lead a consultancy providing guidance to national, state, and local-level retirement systems stakeholders.
Bernie Gallagher was a Senior Policy Analyst with the State Fiscal Policy team at the Center for Budget and Policy Priorities. In this role, he supported a network of 43 independent, nonprofit research organizations on state public pension issues and a collective of other state fiscal policy issues.
Prior to joining CBPP, Bernie worked as a Senior Budget & Policy Advisor for the Democratic staff of the Pennsylvania House of Representatives’ Appropriations Committee. In addition to this role, he served as a trustee designee for Pennsylvania's two statewide retirement systems. Preceeding that, Bernie served as nonpartisan budget staff for the Joint Budget Committee of the Colorado General Assembly.
Bernie earned his undergraduate degree in Industrial & Organizational Psychology from Penn State University, his master’s degree in Management from Regis University, and has a variety of pension-specific training on institutional investing and governance at the Kennedy School of Government at Harvard University, Haas School of Business at UC-Berkeley, and the International Centre for Pension Management at the University of Toronto, Rotman School of Business.
